On September 4, Chengdu Branch, Chinese Academy of Sciences (CAS) held the Promotion Meeting of “Taking the Lead in Action” Plan and Comprehensively Deepening the Reform Work. Deng Maicun, a member of the Party Committee of CAS and Secretary General of CAS, attended and spoke at the meeting which was hosted by Zhang Yudong, President of Chengdu Branch, CAS. At the meeting, there were more than 30 leaders of the Party of institutions affiliated to CAS in Chengdu and Chongqing. 

First, Mr. Deng communicated the spirit of “Taking the Lead in Action” plan and comprehensively deepening the reform of CAS. He noted that, to achieve the “Four Leads” objective, CAS will actively race to control a commanding point towards the world’s scientific and technological frontier, national major demand and main battlefield of national economy, to become the pacemaker and pioneer of scientific and technical innovation, create a “national edge tool” and provide scientific and technical support. The key points of learning “Taking the Lead in Action” plan are to make great efforts to implement it and make conception come true. In addition, Mr. Deng described the details of standards, starting procedures and generic policies related to the reform of four kinds of scientific research institutions concerned by all institutions. 

At the meeting, the Institute of Optics and Electronics, Chinese Academy of Sciences, Chengdu Institute of Biology, Chinese Academy of Sciences, Institute of Mountain Hazards and Environment, CAS, Chongqing Institute of Green and Intelligent Technology, Chinese Academy of Sciences and Chengdu Documentation and Information Center, Chinese Academy of Sciences reported their own preliminary ideas of implementing “Taking the Lead in Action” plan successively. 

Then, Wang Xueding, Secretary of Party Committee of and Executive Vice-president of Chengdu Branch, CAS, communicated the spirit of the speech that Bai Chunli, Secretary of Party Committee of and President of CAS, given at 2014 Enlarged Meeting of Secretaries of Party Committees of Branches on September 1. Attendees discussed and communicated about implementation of thought, deployment and work requirements of the reform, innovation and development in a new age of CAS based on actual conditions of their own institutions. 

At last, Mr. Zhang stressed that, he hoped all research institutions affiliated to CAS in Chengdu and Chongqing to deeply learn the sprit of “Taking the Lead in Action” plan and comprehensively deepening the reform, plan the overall development, continue focusing on “One-Three-Five” Strategic Planning (one clearly-defined development strategy, three major goals/ breakthroughs and five top priorities), and practically implement all things with major work as the center.
