On January 30, Chengdu Branch convened the Group Discussion Meeting of the 2015 Working Conference of Chinese Academy of Sciences. At the conference, attendees learnt and studied the working report and special report of Chinese Academy of Sciences, aiming at further clearing the direction and idea, building consensus and carrying out the spirit of the conference. Tan Tieniu, Deputy Secretary General of Chinese Academy of Sciences attended the conference. Wang Xueding, Secretary of the CPC Committee and Executive Vice President, Chen Feng, Vice President, and Wang Jiatu, Vice Secretary of the CPC Committee attended the conference.

Persons in charge of Chengdu and Chongqing units exchanged their ideas after listening to the report. They spoke highly of the novelty and efficiency of the video conference, and thought the report was rich in content, strategically situated, inspiring and motivating, and the policy of establishing the academy of “Three Orientations” and “Four First” in the new period is the lighthouse for future development.

The attendees suggested that: First, efforts should be made to drive construction of characteristic research institute, to arrange the whole industrial chain, attaching importance to both the basic and application research and maintaining the continuous momentum and sustainability of the research institute; second, the platform, project and talents should be distributed rationally, during which the west area should be paid more attention to, so as to arouse the enthusiasm of the research institute; third, during the research institute classification reform, attention should be paid to the evaluation and assessment of goals, to carry out the plan and accomplish the expected achievements; fourth, top-level design of commercialization of research findings at the institute level, to arouse the enthusiasm of the research institute and social resources, and increase the commercialization of research findings; fifth, the subject adjustment between related research institutes should be concerned, so as to serve national and regional economic development via subject condensing and innovation with major technologic force.

Tan Tieniu pointed out that, under the new normal, Chinese Academy of Sciences is faced with both new opportunities and challenges. People concerned should have great sense of crisis and mission, recognize the trend, unify the philosophy, and carefully work as required by Party Central Committee and President Xi Jinping. He showed his hope that each unit would systematically understand the recent major reform arrangement of Chinese Academy of Sciences, increase the sense of direction, and give full play to the advantage of institutionalization, comprehensiveness and three in one. Thus, they could drive the implementation of “Taking the Lead to Act” plan, grasp the “Three Orientations” and “Four First” as a whole, understand the true meaning of the “Taking the Lead to Act” plan and avoid being irritable or going off the course.
